CALA Homes have been refused permission for 75 homes in a village near Alresford.
Planners have rejected the application for the homes off Lymington Bottom Road, Medstead.
There were 69 letters of objection as well as the parish councils at Four Marks and Medstead.
The planning committee at East Hampshire District Council said the scheme would have exceeded the housing quota.
The village is under pressure from developers with 136 homes proposed by Barratt David Wilson Homes at Barn Lane, Four Marks.
Schemes totalling 74 homes at Boyneswood Lane, Medstead and Blackberry Lane, Four Marks, were turned down in the summer.
Cala has permission to build 2,000 homes at Barton Farm on the edge of Winchester.
