A 40mph speed limit and no-waiting restrictions have been approved for the new link road connecting the M27 with the Welborne Garden Village development.
This comes as work continues on the M27 junction 10 upgrade scheme, which is due to be completed this winter at a cost of more than £100 million.
Junction 10 currently only provides an off-slip for westbound motorway traffic and an on-slip for eastbound vehicles from the A32 Wickham Road.
Once the project is complete, drivers will be able to leave and join the M27 in both directions.
The scheme includes a motorway underpass, additional slip roads, a dual carriageway and four roundabouts.
The A3222 Welborne Link Road will provide the main access from the M27 to the Welborne Garden Village development, which is currently under construction and is expected to feature up to 6,000 homes, schools and community facilities.

This imposed a 40mph speed limit from the Broadway roundabout on the A32 Wickham Road to the roundabout serving the new westbound M27 slip roads.
No-waiting-at-any-time restrictions will apply along the A3222 Welborne Link Road, including at its roundabouts.
These measures are intended to support the safe and efficient operation of the new road layout.
The traffic order was supported by Fareham Town division councillors Paul Woolley and Richard Harris, and Steve Harris, councillor responsible for highways and passenger transport.
Hampshire and Isle of Wight Constabulary raised no objection, and no objections were made during the public consultation.
A progress update published on July 20 said the Broadway roundabout on the A32 was operational, allowing traffic to travel towards Fareham, Wickham and the M27 as normal.
However, the Welborne Link Road, which will be the roundabout’s third arm, has yet to be completed.
Signage has been installed at the new junction 10 roundabout, while surfacing work is under way on the link road towards the Welborne Approach roundabout.
Work is also continuing at the High Street roundabout to the east of Dean Farm Estate, while a pedestrian crossing island has been installed on the A32 Wickham Road near Boundary Oak School.
