The proposed licence would permit the sale of alcohol for consumption on the premises from 10am to 11pm every day.
It comes after plans were revealed last year by the county council to extend the use of the building by making it available to the Registration Service for weddings and other civil ceremonies.
The application was made to Winchester City Council on July 23, and the public has until August 20 to submit any representations.
These can be sent in writing to the licensing manager at Winchester City Council, City Offices, Colebrook Street, Winchester, SO23 9LJ.
All representations received will be forwarded to the applicants for comment and will be considered when determining the application.
Details of the representations will also be published on the council's website.
