The award-winning company fears the huge scheme could harm its proposals to construct a total of 900 homes on the opposite side of the motorway.
Welcome Break has submitted an outline application to transform more than 30 acres of farmland land next to junction 11.
The huge scheme incudes several food and drink outlets and 550 parking spaces, plus a children's play area and a dog walking zone.

A planning statement that accompanies the application cites the current shortage of facilities for drivers in the region.
But it coincides with plans drawn up by Miller Homes, which wants to develop two areas of land either side of nearby Downend Road.

The sites, known as HA4 and HA56, are earmarked for housing in Fareham's Local Plan, which covers the period up until 2037.
Miller Homes fears the Welcome Break scheme, which includes alterations to junction 11, could prejudice the delivery of the Plan.

In a letter to Fareham Borough Council, the company cites the close proximity of Downend Road to the site chosen by Welcome Break.
The letter adds: "It has not been properly demonstrated that the assessment of the proposed improvement to junction 11 would be acceptable in the context of committed development at HA56."
Miller Homes is calling for a further transport assessment to be carried out.
"The [current] assessment should be updated to consider the full impact of the allocations and associated infrastructure and to ensure it would not prejudice the delivery of the Local Plan."

As reported in the Daily Echo, National Highways has also raised concerns about Welcome Break's application.
Commenting on the scheme at the end of last year the organisation said it could interfere with the "safe and efficient operation" of the M27.
It queried the motorway's capacity to cope with extra traffic at Fareham without major improvements.
Welcome Break's proposal has sparked several protests from members of the public.
The latest letter of objection says: "It's going to increase the amount traffic in the area. Fareham is busy enough and it is going to cause an awful lot more pollution."
Miller Homes declined to comment. Welcome Break has also been approached for comment.
