Regarding the 1970s style 'pop-up' park in Silver Hill, it would have made more sense to create a permanent park with modest flower beds, small trees and seating.
And less expensive. The only risk being vandalism, which seems to increasing.
An opportunity to create an area representing Winchester's prowess when it comes to flower arrangements has been potentially missed.
