NEW plans have gone in to convert a Romsey car salesroom into a gym, five months on from a previous refusal. 

Allen Taylor, of Taylor Made Automotive, wants to change at Unit 7, Frobisher Industrial Centre in Budds Lane.

The scheme was refused by Test Valley Borough Council officers using delegated powers last October and subsequently appealed. The appeal is yet to be determined. 

The planning officers' report said: “The site is located within a strategic employment site, and marketing information would have determined whether there is interest in the unit.”

A new proposal has now been submitted, with a marketing report. However, Romsey Town Council's planning committee decided to lodge an objection at its meeting on March 7.

They said: “RTC feel this building is inappropriate for use as a gym. Without adequate insulation and soundproofing against equipment and music there would be a detrimental effect to the amenity of the neighbouring properties.

“Inadequate parking for the size of the gym and the intending work out spaces being offered. Early start time particularly on a Sunday is of concern.”

By Friday, March 15, the application had received one supporting comment and no objections from the public. 

Kevin Daly, of Chapel Close, Houghton, said: “As an England Boxing L2 coach I see first hand the positive impact boxing can have on the community, providing a safe and controlled environment for young people to mix socially, and have fun whilst learning a skill. A new facility aimed at fitness and wellbeing for the young, the old and the disabled will be good for an ever expanding Romsey.”

In the application's planning statement, it said: “The development requires no external changes to the building. Internally, space is provided for standard gym equipment, while a boxing ring is also proposed. The applicant does not intend to provide large scale classes, though one on one fitness training will be offered. 

“Initially only the applicant will run the gymnasium. Over time, if successful, there is potential for additional staff to be employed. The site will be served by five dedicated parking spaces, with further parking available in the vicinity of the site, including on-street parking on Budds Lane. 

“Opening hours are proposed to be 7am-8pm daily.”
