A TOWN council is objecting to plans to build two homes in a Romsey garden, despite a similar application being permitted next door.

The scheme is for two properties in the land rear of The Yews, 167 Botley Road. 

Romsey Town Council discussed the application on Thursday, January 5, saying the new plan was tighter than the one next door.

The plans were submitted by Blue Leaf Projects Ltd and Venture Management Ltd.

Cllr Mark Cooper said: “The application is a bit tighter than the one next door. Neighbours wouldn't just see two houses, but a row of four which is quite visually intrusive. 

“I'm concerned that, while there is precedent at 169, the site at 167 is smaller and therefore the new dwellings infringe more on the amenity of the neighbours. Access is also a matter of some concern.”

Matt and Jane Curtis, of Botley Road, submitted an objection. They said: “One of the primary concerns is the size of the entrance from Botley Road, which we believe is inadequate for the anticipated traffic volume and is far too narrow to accommodate four properties.

"With up to eight cars, visitors, and delivery vans expected to use the same access point, the situation poses a hazard for pedestrians, especially school children who regularly pass by on their way to Halterworth and Mountbatten Schools.

“Furthermore, we are alarmed by the potential noise impact generated by vehicle movements in close proximity to habitable rooms.

“The issue of backland overdevelopment is a significant cause for concern, particularly when comparing the proposed garden sizes to the approved bungalows behind 169 Botley Road. The cramped layout and inadequate parking for visitors and delivery vehicles further compound these concerns. 

“Furthermore the close proximity of the dwelling to our boundary will result in it being overbearing when viewed from our side and will restrict light in this corner of our garden.”

On the application's planning statement, it said: “The council will be aware that it recently granted planning permission for a similar pattern of development on land to the rear of 169 Botley Road, Romsey. The proposal before the council seeks to make use of the access granted by virtue of that permission and they achieve a similar pattern of development on land rear of 167 Botley Road, Romsey.

“The property 167 Botley Road is a detached bungalow, set over a single storey, set in substantial mature gardens to the north, west and south of the dwelling. The application site is located solely to the south of the existing dwelling and leaves the property still set within substantial gardens.

“The proposed pattern of development comprises the erection of two three-bedroom detached chalet bungalows with detached timber carports and separate secure cycle storage.

“The proposals will see each of the residential dwellings provided with a well-proportioned garden amenity space suitable to meet the day to day needs of residents and provide opportunities for entertaining and recreation.”
