A plan for a new bin store outside a block of flats in Romsey has had an objection over potential vandalism.

Blenheim House, in Chamber's Avenue and operated by Aster Group, wants to build the store, which would contain eight bins.

Romsey Town Council's planning committee had concerns over the plan, which they said could result in vandalism.

Cllr Mark Cooper said: “The application puts a row of eight bins in a big casing. Each flat will have its two bins. Around the corner, a complete repeat. They will be completely open to be vandalised. They need to re-think the location. 

“It will be an intrusion on the street scene. It needs to be a bin enclosure which will be fenced off.”

On the proposal's planning statement, it said: “Our proposal involves the relocation of the bin stores from the rear of the block. The bins are currently in close proximity to the rear door and windows of the block. This is a contradiction to fire regulations and it is therefore required to relocate the bin stores or provide fire resistant housing for the bins.

“The bins need to be sited away from the exits and opening windows and if this cannot be achieved housed within fire resistant housing.

“The proposed location for the bins are to be relocated on the western elevation (onto Symes Road) and southern elevations (onto Chamber’s Avenue) of the main block, minimum 2.5m away from the building.

“Due to the small scale of the proposal, its un-intrusive location and minimal works, it is envisaged that it will have no detrimental effect on the neighbouring properties therefore is deemed as an improvement to residents facilities and local authorities waste collection services. The proposed space will provide much needed improved waste storage facility for the residents.”
