The campaign to introduce 20mph speed limits across Winchester received support at a recent full meeting of the city council.

James Batho, who is a twenty is plenty campaigner in the city, explained the benefits the schemes would have if they were introduced across the district.

Mr Batho said: “Demonstrating widespread local community support is critical to securing Hampshire County Council’s agreement to implement 20mph widely.

“Following a presentation at the Winchester Town Forum last month there was considerable support from representatives for a default 20mph speed limit.”

Cllr Martin Tod, who is a member of Hampshire County Council's 20mph work group, explained that highways policy is a matter for the county council but was in full support of the schemes.

Cllr Tod said: “The Twenty Is Plenty campaign not only has the support of the Winchester Town Forum, but also has also been backed by Bishop's Waltham Parish Council, Cheriton Parish Council, Curdridge Parish Council, Hursley Parish Council, Otterbourne Parish Council, Owslebury Parish Council and Twyford Parish Council.

“This is an issue of real importance for residents right across the district. Speaking personally, I welcome the support of district-wide 20mph zones. I am happy to consult with councillors right across the district to see if such a policy would be supported.”

Mr Batho asked Cllr Tod what the city council had learned from previous 20mph speed limits introduced.

Cllr Tod said: “We were frustrated with the limitations of scales of it we wanted to put in place.

“We were also concerned with the transitions we had. For example, for the work that has been going on for a crossing on Romsey Road, it took about nne months to get an agreement to extend the 20mph another 20 yards up the road.

“I have heard that their is a lot of interest in proper area-wide schemes that are joined up across the city and don't leave random gaps. For example, between the city centre zone and the Winnall zone which confuses drivers.”
