WORK on a multi-storey car park at the centre of a legal battle is surging on.

Winchester City Council has submitted two applications for a new park and ride in Bar End.

The first is due to go before the High Court on November 25 and the second before a planning committee on the the 20th of this month.

But the structure on the former Vaultex site is already standing high and contractors can be seen going in and out of the gates almost every week day.

Residents in Domum Road have been fighting the scheme since it first came to fruition. Their barrister is due to speak at the upcoming planning committee.

According to the committee agenda, the application is seeking retrospective permission for the formation of a piling mat, foundations and the partial construction of the structure.

The council's service lead for public protection said: "I was and remain satisfied that there would be no adverse noise impacts from the proposed development.

"I consider that the Stroma Noise Report is a robust worst-case assessment, particularly when referencing the following additional considerations."

Dr Michael Heard, who is spearheading the campaign, believes the car park would be an overdevelopment.

He said the structure would be visible from the Water Meadows and St Catherine's Hill, and would also overshadow many areas of Domum Road.
