A DRIVER has been banned for failing to give a specimen of breath to the police and driving with no insurance.
James Cooper, 28 was in a 07-reg Vauxhall Vectra stopped by the police on St Catherine's Way, Chilcomb, Winchester, on June 25, a court heard.
Cooper, of Stockbridge Road, Sparsholt, was taken to the Police Investigation Centre in Basingstoke but refused to co-operate. He admitted both charges.
Magistrates in Basingstoke fined him £500 and banned him from the road for 17 months.
He was also ordered to undertake 80 hours unpaid work and ordered to pay £85 costs and a £95 victim surcharge.
The ban will be reduced by 17 weeks if he passes an approved course.
