SIR: We refer to previous reports in the Hampshire Chronicle and in particular the cycling elements of the scheme.

Firstly, Highways England (HE) and its representatives are being disingenuous when they say a cycle link from Winnall to Kings Worthy is a new idea and that evidence is needed of the demand.

Back in 2019, cycling advocates discussed this link extensively with the then project team, and HE agreed in principle to a shared cycleway/footway as far as the Cart & Horses, subject to a bid for minimal funding for a short section of the route from the Itchen Bridge to the Cart and Horses that was outside the scope of the scheme.

In the new scheme, the Project Brief has been extended as far as the Cart and Horses at Kings Worthy but the cycleway has been downgraded to a footpath. This is extremely disappointing and at variance with HE’s own policies on minimising community severance, sustainability and cycling.

This link would allow residents of Kings Worthy to cycle to the retail/industrial premises at Winnall on a relatively flat route without going via the city centre. It would also allow cyclists to continue on the existing tarmac path as far as Highcliffe and so access the new Sports and Leisure Park.

In general, the entire scheme shows scant regard for non-motorised users and the need to encourage active travel. For example, the proposed cycle link through Junction 9 (reconnecting the truncated Easton Lane), does not fully comply with the latest national guidance (Local Transport 1/20 Cycle Infrastructure Design) and may not, therefore, be fit for purpose.

Finally, the proposed bridleway within the South Downs National Park has been downgraded to a footpath, excluding both equestrians and cyclists.

In our response, we shall be urging HE to keep to their earlier commitment and provide a scheme that reduces community severance and encourages active travel.
