IT will be Winchester's version of a US-style 'Super Thursday' on May 6 when at least three separate elections will be held on the same day.
City council seats will be up for grabs along with county council divisions, the election for the police and crime commissioner and in some places, parish council polls.
The city council and the police and crime commissioner polls were postponed from last May because of the first Covid-19 lockdown. There will also be a by-election in St Michael Ward in Winchester caused by the resignation last year of Kim Gottlieb.
The elections will be different this year with plans to ensure that electors can cast their vote in a Covid-safe way.
People will still be able to vote at a polling station and also by post and by proxy.
Several councillors are standing down. Some had been flagged some time ago notably Lisa Griffiths, Conservative, in Alresford.
But several well-known names are also leaving. Jackie Porter in The Worthys is a surprise as she is the cabinet member overseeing the new Local Plan. Public consultations on the plan closes on April 12. The new proposal of Royaldown and the continuing issue of Micheldever New Town has kept it in the spotlight in recent weeks.
Rob Humby, Conservative, is stepping down from his city council seat in Bishop's Waltham. He remains deputy leader of Hampshire County Council and is contesting Bishop's Waltham in the county election on May 6.
Liz Hutchison, Lib Dem, is not contesting St Paul ward and former mayor Eleanor Bell is retiring in Oliver's Battery and Badger Farm.
Another ex-mayor, Dominic Hiscock, a city councillor since 1999, is not contesting St Bartholomew's ward but is standing again in the county council division of Winchester Eastgate.
At the county council election in Meon Valley Roger Huxstep, the sitting councillor, has been replaced by Hugh Lumby who is also a city councillor.
The Chronicle is seeking to speak to the councillors stepping down.
Dominic Hiscock said: "I decided before the cancelled election last year when my term was up that I would take the opportunity to stand down from the City Council after 21 years. I felt it was time for me to move on and there some very good younger people waiting to take over from me. Unfortunately the election was postponed due to the Covid Crisis so I found myself serving a “bonus’ year. It’s been an pleasure and an honour to represent St Bartholomew for this time and I am very grateful to the electorate for allowing me to do so for so long.
"However I am standing again and hope to retain my seat on Hampshire County Council on May 6."
Former mayor Eleanor Bell said: "I had always intended to step down at the end of my current term which coincided with the end of my Mayoral Year 2019-20. Alex and I were hoping to spend more time with our small grandchildren (just one then, born in July 2019, now a second born December 2020), and also to travel, visit family, renew old friendships, at home and abroad. Then Covid 19 came along and knocked out all our plans, including the last two months of the Mayoral year, meaning that two major events in mid March, the Mayor’s Community Awards and the Freedom of the City Parade by the ATR, had to be cancelled at the last minute. Other cancellations followed in quick succession, and the year ended virtually. Significantly the local elections were also postponed until May 2021 and sitting councillors given an extra year. A strange year of virtual everything, city council meetings, parish council meetings, trustee board meetings and AGMs, all on Zoom or Teams, but incredibly busy at the same time. However that extra year also gave an opportunity to select an excellent candidate, James Batho, to stand for the Liberal Democrats in my place.
"I was first elected to Winchester City Council in 2007, representing Compton and Otterbourne Ward (three parishes). In 2016 I was re-elected to the newly expanded ward of Badger Farm and Olivers Battery (five parishes). I also stood for the county division of Downlands in 2017, coming a close second. Combined with serving as Chair of Hursley Parish Council, these were an exhausting few years.
"It was a huge honour to be elected 820th Mayor of Winchester in 2019, and Alex enjoyed his role of Escort as much as I did that of Mayor. This felt like the perfect end to my period of council service. A year on, it is still the right decision. Our grandchildren are tiny and live at some distance. Our son is working in San Francisco and travel is impossible in either direction. But some time, hopefully not too long now, Covid restrictions will be lifted and we can live life to the full.
"There is still plenty to keep me busy in and around Hursley and the connecting parishes, not least the feared development at Royaldown. There is an urgent need for a Neighbourhood Plan which can work alongside the new Local Plan when adopted. I will continue my various memberships and trusteeships and other public roles, and perhaps have more time to give to them. I have huge respect and admiration for my Liberal Democrat colleagues on the City Council and the energetic new candidates coming forward. I wish them all good fortune in the coming elections, held in the strangest of circumstances none of us could have imagined. Time to hand on the baton!"
Several former city councillors are attempting to get back onto the council. For Labour they are Patrick Davies, Antony de Peyer and Janet Berry and former council leader Sheila Campbell for the Lib Dems. Ian Tait, a former Conservative councillor for 20 years, is standing as an independent.
Seven of the city council seats up for election are held by the Conservatives, and eight by the Lib Dems. The council is currently controlled by the Lib Dems.
