SIR: Since I was born in Winchester in 1944 significant residential development has occurred at Stanmore, Winnall, Weeke, Harestock, Teg Down and more recently at Barton Farm. I suspect the earlier developments were community inspired whilst the later ones were led by landowners and developers.
Some years ago I attended a meeting at which leading members of the then planning team offered their take on local issues.In answer to a request to outline their strategic vision for the city over the next twenty five years the chairman replied that they were struggling to deliver a phone mast in Byron Avenue so we could forget about strategic vision.It was simply not deliverable.
So there we have it.
If civic leaders are unable to fulfil their responsibilities to national and local planning needs then they cannot complain if Mr Russell and his team do it for them.
