A RETROSPECTIVE application left a city councillor questioning why the planning committee exists.

Stuart Mitchell submitted his proposals to alter the elevations of 18 Dean Lane in Winchester – despite having already completed the work.

This went before a meeting on October 22 and Cllr David McLean called the process "absolutely pointless".

He said: "Here we have another retrospective application. Someone doesn't like what they drew up initially and takes it into their own hands to change it.

"It feels like we serve no purpose, it's absolutely pointless. We really do need a way to police all of the retrospective applications we receive.

"Why do we exist if we are just completely and utterly disregarded?"

Chairman of the committee Cllr Therese Evans reminded Cllr McLean that it is not illegal nor against policy to work retrospectively.

Seven out of the eight members voted to approve the application.

Cllr McLean voted against but did not give a reason as to how it went against planning criteria.

"Retrospective is a pain," said Cllr Mike Read," but we do have to live with it.

"Although these are little changes they do build up and become substantial. I liked the larger windows beforehand.

"However, I cannot think of any planning reason to refuse this application."

If the committee had refused the plans, Mr Mitchell would have had the chance to appeal the decision.

If he lost the appeal, he would have to reverse the works.
