POLICE stopped a Winchester man in the street and asked what was carrying.
They discovered he was carrying bolt croppers and has admitted in court possessing an item in connection with theft on July 15.
Samuel John Lisle-Fenwick, 29, of Sussex Street, was fined £100 and ordered by magistrates in Basingstoke to pay a £34 victim surcharge. The bolt croppers were forfeited.
There was no order for costs because Lisle-Fenwick's lack of money.
He also admitted possessing two grams of cannabis. There was no separate penalty.
