HE HAS been developing a meadow without city council permission whilst ignoring pleas from local residents.
Now, Nick Butler is seeking retrospective planning consent.
As previously reported, the greenspace off Dradfield Lane in Soberton is slowly being developed into a trailer park.
Mr Butler is hoping the council will deem his work so far as acceptable.
This includes removing bushes to make way for timber access gates, as well as groundworks and hardstanding.
A static caravan was recently installed at the site, but has since been removed.
Planning officers are expected to make a decision within the next month.
