A WINCHESTER shoplifter has been deemed too poor to pay prosecution costs and a victim surcharge after admitting theft.
But magistrates have still order John Paul Gillingham to pay a fine of £60 and £15 compensation.
Gillingham, 33, of Hyde Gate, Hyde, pleaded guilty to stealing food and alcohol worth £31.77 from a One Stop shop in Winchester on May 13.
