Unofficial car-sharing on edge of Winchester to stop after new restrictions agreed

WINCHESTER civic chiefs have taken action to stop unofficial car-sharing at the Hockley Viaduct near Winchester.
Commuters have been parking at the lay-by on Hockley Link, next to the Hockley Viaduct, and sharing cars onto work.
Leaving their cars all day has clogged up the layby and deprived other drivers of a space or people wanting to visit the viaduct or the riverside walk along the Itchen.
A city council report said commuters can easily use the South Winchester Park and Ride only a couple of hundred yards away.
Cllr Vicki Weston, the portfolio holder for planning and transport, has agreed a four-hour waiting limit with no return for eight hours, Monday to Saturday 8am to 6pm, to stop the commuter use.

What exactly is the problem with "unofficial" car sharing? Surely this should be promoted as it reduces the number of vehicles on the road at rush hour. Oh! Of course - the council isn't making any money out of it.
Instead of making such initiatives difficult why not encourage them and increase the parking space available?
The Council is clearly trying to prevent people clogging up the lay bys by parking there all day rather than prevent car sharing.

It is a real problem because legitimate walkers who want to park in Hockley Link cannot find spaces on a week day.
There should be a special car share rate for the park and ride car park, though, to encourage people to use that space.
