THIS newspaper continues to be concerned about Winchester City Council’s stated aim to become more ‘entrepreneurial.’
Local government is moving into unchartered territory as the national government reduces most of its financial support. Councils must do more with less and find new ways of raising revenue.
In Winchester this has entailed the worrying desire to become more business-orientated, willing to gamble, entrepreneurial.
Council leader Caroline Horrill was asked about this new ethos, at the Council meeting last week. She said the exact definition was still being worked on. 
The definition of entrepreneurial is risk-taking, a mindset that is prepared to fail in the quest for success.
It might appear that the city council is interested in the ‘success’ side part of the equation but perhaps not fully aware of the dangers inherent, as was pointed out by Liberal Democrat councillors.
Good local government involves making sensible decisions. One such was in the 1960s with the closure of the railway line from Winchester to Newbury. The city council purchased British Rail’s land. Without being ‘entrepreneurial’ the council had created a land bank that has produced the Chesil multi-storey car park and the Chesil Lodge scheme for the elderly.
