CIVIC chiefs have agreed changes to rent-setting policy on council new builds in Winchester.
It means that rents for future homes will be assessed at 70 per cent of the market rent for that area.
An informal policy group was formed to review the policy, and met three times between October 2014 and June 2015.
The decision to approve their ideas was made at Cabinet Housing Committee, which heard from Cllr Janet Berry, who disagreed with it.
The Labour group leader said: "It is really important that Winchester considers why it is being prepared to develop homes that deepen the poverty trap?
"There should be a mix of rents so that people on low incomes can afford to live in Winchester."
Cllr Berry sat on the IPG and voted against the changes.
The housing committee agreed to the 70 per cent rate, and to review rent policy annually.
