CIVIC chiefs have refused plans to extend the number of hours a Martyr Worthy house can keep its outdoor lights on.

An application was made for Lower Chilland House, in Lower Chilland Lane, to have their outdoor lights on until 11pm and 1am on “special occasions”.

At present planning conditions mean their pathway, pool, tennis court and home are lit up until 9pm.

But residents urged city councillors to deny the application complaining the house already contributed too much light pollution.

Mr Tovell, of Lower Chilland Cottage, said the house's lights had impacted on the village's rural nature.

“It's always a great joy to walk where there's no light pollution at all,” he said. “Any extension of these existing restrictions is totally out of context into which this neighbour has moved.

“What worries me is that these officers haven't made any enforcement and won't in the future. It has totally changed the nature of Chilland Lane. We would prefer the applicant respects the environment in which he lives.”

Itchen Valley Parish Council chair Penny Flemons said: “One important consideration is that Lower Chilland House is right on the river. Not the Thames; it's not where you'd expect a house to be lit up like a Christmas tree. [The former planning decision] was the right thing in 2007 and it's the right thing today.”

Councillors found no discernible reason to allow the application, citing issues with the impact on the environment, and the definition of a special occasion.

Cllr Jane Rutter said: “I don't know what has changed since 2007 to change our view. This house I'd very distinctive in that community. I know the area, it's very rural.”

Cllr Angela Clear added: “I can see no justifiable reason to keep the lights on until 11o'clock. It's right on the River Itchen and I think it would have a negative effect on the environment.”
