The £100m Silver Hill scheme in Winchester could still go ahead, city council chiefs heard last Wednesday.
Cllr George Beckett, who leads Winchester City Council, said the council was speaking to developers about the plan.
He said firms were interested in the revamp of the area between Friarsgate and The Broadway, although he did not reveal which companies were in the frame.
The current proposal for around 270 homes, more than 30 shops and a replacement bus station, stalled earlier this year before building began.
It happened because part of Thornfield Properties, the firm behind it, went into administration, leaving the project with an uncertain future.
But Cllr Beckett said: “There is serious interest in this development, and we are speaking to companies that are well-placed to fund it.”
