WINCHESTER is among the most law-abiding places when it comes to buying a TV licence.

Only 60 people were caught without the licence in 2010 compared to 130 in Eastleigh, around 1,000 in Portsmouth and some 2,100 in Southampton.

Across Hampshire some 5,900 were prosecuted, according to new figures.

The TV licensing agency says that almost 95 per cent of households have paid out the correct fee - with a standard colour TV licence costing £145.50.
