WINCHESTER civic chiefs had been expecting to demolish it as part of the Silver Hill scheme.
But the Friarsgate multi-storey car park still stands following the collapse of the developers earlier this year.
The car park is also in poor condition and the city council has had to spend £32,000 on emergency repairs.
The exceptionally cold winter has made parts of the structure unstable and pose a danger to its users and people in the street below, the cabinet heard.
A report said the car park may need to carry on operating for three-five years or even longer.
