ANTHONY Walters has been told not to phone the police except in an emergency.
Magistrates imposed a community order after hearing that Walters, 52, of Alison Way, Oram's Arbour, Winchester persistently used the 999 service on October 6.
He must not dial 999 to contact police for the next year, except in a genuine emergency.
Walters also admitted displaying a threatening sign to Kermail Singh Bhakar on November 13 and 14, Basingstoke Magistrates Court was told. There was no separate penalty.
He was also ordered to pay a £60 victim surcharge.
