A NEW block of 400 student flats in Winchester will come before planning chiefs again after complaints from neighbours. Residents are worried that louvers – a special kind of shutter – are not being fitted to the windows. They are designed to reduce light pollution and stop overlooking into nearby gardens once the building is finished and occupied. They were part of the plans approved by Winchester City Council, but neighbours say they are yet to be fitted. As a result, Cllr Ian Tait, who sits on the planning committee, has asked for the issue to be brought back. Members will discuss whether to take steps to ensure the shutters are fitted before the students arrive in the block. The flats are currently being built behind Milnthorpe Lane on the University of Winchester’s main campus. The planning committee is due to meet at Winchester Guildhall on Thursday, March 11.
