The A272 Petersfield Road is blocked near Winchester and the A31 following a car leaving the road at Cheesefoot Head.
It is believed that the car is the only vehicle involved in the collision.
It is unknown whether anyone has been injured.
Tailbacks of more than two miles are building towards Cheriton and there are delays of 15 minutes on the route while recovery services work on the vehicle.
