COUNCIL chiefs are planning a tax on new homes in Southampton to raise £70m to pay for better public transport, including a £21m park-and-ride scheme and a 16m bus station.
Developers have warned the plans, which would slap a £10,000 tax on typical new three-bedroom home, will deter housebuilding and cost jobs.
Under the proposed levy, developers would be charged £10 per square foot for residential developments, £9 for retail and £1 for offices, industrial and other commercial uses.
The council sees the new levy as a way to plug a £70m gap in £528m of proposed infrastructure spending over the next 15 years.
Proceeds from the levy have been mostly earmarked for improvements to public transport, flood defences, parks and open spaces.
It could also pay for schools, hospitals and other health and social related facilities.
Developers will also continue to be asked for payments to offset the local harm caused by developments under so-called section 106 agreements.
One builder has calculated that the total cost in payments to the council of a recent development of ten flats would have been nearly three times higher with the addition of the new levy.
Mark Sennitt from Orchard Homes said: “The implications of this process are that sites will be less viable and will not come forward.
“This will have an impact on the local economy in terms of house building rates and local jobs, which goes against the grain of the Government’s current policy of encouraging more house building so as to help kick start the economy.”

The builders will offfset these charges by adding them to the cost of the property, therefore hitting the buyers pocket and not their own.

Another tax!!!! All this will do is kill the sale of new built properties, and increase the market for older homes.
Bearing in mind the Council has promised a Bus Station many times from various money scheme's, but the City is still without a proper bus station.
If they impose this tax and raise finnancies the Council will then complain there is no suitable land to build a bus station or like and shelve the money into one of their daft schemes for the ARTS.
All the new homes will lie empty, making the City a total eyesore. Loosing Council tax monies without being occupied

If to dear & they have put the £10,000 on to the top of the sell price then planning is denied. Get it right Lone Ranger & the rest of you these companies/developers are making £60-100,000 profit on each new build if they're not then they're not the norm. Watch any program about new builds & you will see people knocking down decent bungalows/houses to put up Flats or to cram as many boxes on to it to make the maximum profit with the least cost. I just wonder how many of you would be on here slating the idea if it was Labour? Take a look at the costs of the apartments in town ( new build) maybe two flats would cover the cost of the land two more the build cost & the rest profit. Before you rip into me at one point I owned 4 properties & was seriously thinking of going into developing so I'm not talking out of my backside. If the likes of Lindens don't like it fine let them go somewhere else to build Linden Flat City & lets get a company in that would work with the council & city not just build ugly Linden flats

Firstly there are very few houses that will be built in Southampton that will be in the higher price range where, perhaps, £10k can be absorbed. The majority will be "affordable" where the tax cannot be absorbed into the price. I may concede that perhaps half of it can be but thats it. The rest will be passed on.

When you talk about new build you say they make £60k-£100k on each new build ....... well is that NET or GROSS. as i think that your figures are incorrect from what i know.

You owning four properties and watching "Homes under the Hammer" really is a far cry from the likes of Linden, Persimmon, Wimpey etc. Although i would not accuse you of talking out of your backside as you put it ....... i would be concerned at the source of your information.

You will also notice that Linden's are firstly not the only developers that build in Southampton and they are mentioned in the article. .... Perhaps you have a hang up with them

I've sold that property but a building company will stop a build wait & so as the price is right ( big profit) they continue the build.
Many builders could carry this cost with out increasing the price of the home( sale price).
I feel the likes of Linden & Orchard have been allowed to build there monstrosity's they call apartments all over the city now they should be putting something back.
Please I know it's not a great guide but after watching homes under the hammer & the profits these developers/builders make I can't believe a word Orchard are saying
