IMPROVEMENT plans for an accident ‘blackspot’ at a busy Kings Worthy junction could soon be approved.

Proposals to reduce the speed limit and improve sight lines at the A33 Cart and Horses junction with London Road and the B3047 will go before Hampshire County Council next month.

Plans for a roundabout were last year rejected due to an estimated £3 million cost.

But Cllr Sean Woodward, executive member for economy, transport and environment, said the county council is proposing three safety improvements at the junction, namely a new footway layout, signing and lining measures, and a potential speed limit change.

He said: “The county council is looking to invest £103,000 into this scheme to improve pedestrian safety and improve safety at this junction in response to residents’ concerns.”

Winchester and Chandler’s Ford MP, Steve Brine, who has campaigned for safety changes there, welcomed the changes.

He said: “It is true I have focused a lot of energy in trying to make this junction safer for my constituents since I was elected.

“A pretty listless campaign to drive change at the spot had made no impact whatsoever, so we’ve had to work hard to get it on Hampshire’s radar, and the visit by the Secretary of State last year was certainly a turning point.

“I remain of the view that long-term I would prefer to see more fundamental road layout change here, but this is serious progress which I support.

“The hope is it will make things safer for pedestrians and cyclists and ultimately motorists as we bring the speed at which cars approach the junction right down.

“That ultimately is the key to making this safer for all of us.”

Prospective Lib Dem MP Jackie Porter has also called for action at the junction.

She said: “The new plans from Hampshire County Council include some improvements on those received over a year ago, but essentially it remains a crossing, not a roundabout.

“There are two fundamental improvements — it highlights crossing the road which should make it easier for drivers, cyclists as well as pedestrians, and cycling is popular across this junction.

“The speed limits are lower — as I originally requested in about 2012.

“My message is that we have to get this right.”

The plans will be reviewed on September 9.
